Ukrainian consulates temporarily ceased issuing documents to men of draft age abroad, due to a new right of mobilisation.

The head of the MFA, Dmytro Kuleba, explained that this was related to the need to equalize the rights and obligations of all citizens, given the ongoing Russian aggression. According to Kułęba, going abroad does not relieve men of duty to their homeland. He stressed that men of draft age who are abroad should not count on consular services, without considering their responsibility to the country.
The provision of services will resume upon receipt of explanations concerning the new law. The law, which will come into force on 18 May, requires citizens to update their military data and create an electronic conscript office. It also provides basic military training for all citizens from 18 to 25 years of age and facilitates demobilisation for people with disabilities. It was reported that in a full-scale war from 2022 to 2023 almost 20 thousand Ukrainian men of conscript age left the country illegally. The new measures aim at a fair distribution of responsibility for defending the country.
