MOS 2.0 – what is and how to apply online?

MOS 2.0 – what is the Support Module for Affairs 2.0?
MOS 2.0 (Module Supporting Affairs 2.0)is the new IT system of the Office for Foreigners (UdSC), which allows the submission of selected online residence applications. In practice, this means moving from a paper application model to an electronic model.
From27 April 2026.applications for temporary, permanent and long-term residence permits of the EU shall, in principle, be submitted electronically via the UdSC portal. However, remember thatautickmattersauuthauThis mode and still requires evilaupaper application.
The rules of operation of the MOS 2.0 system are governed by Articles 225a to 225i of the Foreigners Act1 (hereinafter: Act).
Support Module 2.0 – what applications can be submitted online?
Under the Act, MOS 2.0 is used to apply online for:
- a temporary residence permit, in particular:
1.1 temporary stay and work;
1.2 temporary stay for highly qualified jobs (EU Blue Card / Blue Card);
1.3 temporary stay for study education;
1.4 temporary stay for business purposes; temporary stay due to other circumstances; - permanent residence permit,
- EU long-term resident residence permit.
MOS 2.0 – which applications are still submitted on paper?
Despite the launch of MOS 2.0, not all temporary residence cases can be filed electronically. Applications for temporary residence permits shall continue to be submitted on paper:
- to carry out intra-corporate transfer work;
- with a view to the mobility of a long-term manager, specialist or trainee in the context of an intra-corporate transfer;
- ifthe foreigner concerned is outside Poland:
3.1 to join the family;
3.2 for a family member of a Polish national, an EU national or a United Kingdom national covered by the Agreement of Speech;
3.3 for a foreigner conducting family life within the meaning of the Convention for the Protection of Human Rights and Fundamental Freedoms with a national of the Republic of Poland, an EU national or a United Kingdom national covered by the Agreement of Speech.
These are statutory exceptions to the principle of electronic submission of residence applications.
How to apply through MOS 2.0 step by step?
Below we describe what the application by MOS 2.0 looks like in practice.
Step 1. Create an account in MOS
To begin the procedure, the foreigner must establish an individual account in
MOS system. The account may also establish:
- parent of a minor foreigner,
- guardian of the foreigner,
- guardian of an unaccompanied minor foreigner.
Establishing an account on MOS 2.0 requires registration viaI’m sorry.. In practice, this means that it is necessary to use the systemactive Trusted ProfileandPESEL number.
It is therefore worth taking care of:
- obtaining a PESEL number,
- establish and activate the Trusted Profile.
Practical tip:an account in the MOS system must be assigned to the right person. No login by I’m sorry.it will not be possible to move on to the next stages of the application.
Step 2. Select the right type of application
The appropriate procedure shall be selected in the system:
- temporary stay,
- permanent stay,
- residence of EU long-term resident.
Step 3. Complete details and attach attachments
MOS 2.0 allows the submission of an application together with the annexes in electronic form. The data is then transmitted to the so-called.Wst BasesauMr Moswhere the voivode checks the correctness of the form and any formal deficiencies.
In some cases, the mere addition of a document scan will not be sufficient. If the application requires an attachment signed by the employer, the unit conducting the study or the organizer of the internship or volunteering, such document will have to be signed electronically or the Trusted Profile and sent through the MOS system. Without the required signature, the system will not allow an effective application.
When completing the application, you will need to provide the employer or the university with an e-mail address and the system will send a link to the appropriate attachment to complete and sign. Link will be valid by30 days.
Practical tip:the annexes shall be legible, complete and in accordance with the requirements of the case. All paper documents have to be converted to digital form before, a scan or a clear picture of good quality. It is also worth noting the technical limits of the system: the maximum size of photographs is2.5 MB, the maximum size of a single other annex is10 MB, and the total size of all annexes shall not exceed50 MB. In the case of a photo for the application, the JPG file shall have at least684 × 883 pixelswith a proportion35 × 45 mm. Unreadable, incomplete or too large files can result in a call to fill in formal deficiencies.
Step 4. Sign the application electronically
After completing the data and adding the annexes, the proposal should be signed electronically and sent through the system. In practice, most users will have a key tool here.Trusted Profile, used by login.gov.pl to confirm identity and sign electronic documents.
Practical tip:the electronic signature must be submitted by the authorised person. Assistance in preparing the application is allowed, but this does not mean that another person may log in and sign a document on behalf of the foreigner using his data.
Step 5. YouSend application by MOS
Once signed and sent, the application goes to the system. After the correct submission of the form, the user may downloadOfficeauau Poaureceipt certificate (UPO). Technical statuses, such as‘Waits for syncau”and‘Sents’. The status ‘Sent’ means that the application has been submitted to the system and is expected for further stages of the case.
Practical tip:After sending the application, it is not possible to revoke it or edit it independently in the MOS system. Therefore, before signing the form, it is worth carefully checking the correctness of the data, completeness of documents and compatibility of the content of the application with the proper basis of stay.
Step 6. Expect further action of the office
Submission of an online application unfortunately does not mean no visits to the office. In cases still need to:
- personal appearance,
- presentation of the original documents,
- fingerprinting.
Practical tip:After submitting an application, it is worth checking correspondence regularly and responding to requests from the office. Just sending the form through the portal does not complete the entire procedure.
What happens after the MOS 2.0 sent the request?
An online application does not mean that the procedure is completed. After verification and approval of the application by an employee of the provincial office (UW) the foreigner will be able to download from the systemcertificate of application for a residence permitwhich will replace the stamp in the passport. This certificate will confirm the legality of the stay in Poland, butwill not entitle you to cross the border.
In the course of the matter, the voivode will call on the foreigner to:
- personal appearance,
- presentation of the original of a valid passport,
- fingerprinting and signature pattern,
- supplementing the information contained in the application,
- the addition of additional documents.
Practical tip:After submitting an application, it is worth checking correspondence regularly and responding to requests from the office. Just send a form by MOSdoes not eliminate contact with the provincial office and does not release further responsibilities in the case.
Is MOS 2.0 mandatory?
Yes, for cases covered by the MOS, applications are submitted only electronically through the MOS portal. However, some temporary residence cases have been excluded from the system and still require a paper application.
What if MOS 2.0 doesn’t work?
The Act provides for a solution in case of system failure. If the malfunction of the MOS prevents the submission of the application within the time limit, it may be submitted at the latest by3rd working dayafter removal of the failure. In such a case, the application shall be deemed to have been submitted on the first day of malfunctioning of the system.
It is a very important security for those who apply at the end of the period of legal residence. However, it should be remembered that information on system failures, planned technical interruptions and the restoration of the portal should be published on the UdSC website2.
Does MOS 2.0 mean the end of paper applications?
Nope. MOS 2.0 introduces the principle of electronic submission of multiple residence applications, but not all. Part of temporary residence cases still require a paper application.
Most common problems when making an application by MOS 2.0
- no PESEL number– without it the establishment of the Trusted Profile and the use of the system may not be possible,
- no Trusted Profile– without authentication by login.gov.pl you cannot pass the entire procedure,
- Problem with login.gov.pl– difficulties in logging in or signing the application may prevent its submission within the time limit,
- no electronic attachment from employer or university– in certain cases without such an annex, the system will block the effective submission of the application,
- incorrectly scanned attachments– illegible scans, lack of documents or too large files can cause formal problems,
- wrongly selected basis of stay– a poorly selected type of proposal may make it difficult to proceed,
- Mistaken assumption that everything can be done without visiting the office– after sending an application, a visit to the provincial office may still be necessary.

The MOS system is logged in via login.gov.pl. Since setting up a Trusted Profile requires a PESEL number, in practice PESEL is needed to use the system.
6. Does an attachment from an employer or university have to be signed electronically?
Yeah. If the case requires an attachment signed by the employer, university or tour operator, such document must be signed electronically or by the Trusted Profile and sent by the MOS system. Without the required annex, the system will block the possibility of submitting an application.
7. Can I apply through MOS 2.0 without leaving home?
The application can be prepared and sent online, but in many cases personal appearance at the office may still be necessary, e.g. in order to show documents or take fingerprints.
8. Can you improve your application after being sent by MOS 2.0?
Nope. After signing and sending the application, the MOS does not provide for the possibility to revoke or edit it independently. Therefore, before signing the form it is worth to thoroughly check the data, attachments and basis of stay.
9. What happens after the MOS 2.0 sent the request?
After sending the application, the user can download UPO. After verification and approval of the application by an employee of the provincial office, the system will then contain a certificate of application. This certificate confirms the legality of the stay in Poland, but does not entitle to cross the border. In the course of the matter, the voivode will also call on the foreigner to appear personally, present a passport, file fingerprints or complete documents.
10. What if the MOS system doesn’t work?
If the failure prevents the submission of an application within the time limit, the Act allows it to be submitted to3 working days after removalauproblem, with effect from the date of the failure.
Make sure that the failure is officially declared by UdSC. Otherwise, the Authority may refuse to accept the application. In case of technical problems – please contact us.
11. Is MOS 2.0 mandatory?
Yes, for these categories of permits, the submission of applications is to be carried out only electronically through the MOS portal.
12. Can a proxy help to file an application by MOS 2.0?
Yes, support from a professional proxy can be very helpful in the selection of the basis of the stay, preparation of documents and checking the correctness of the application.
However, it cannot log into the MOS system instead of the foreigner using its Trusted Profile or sign the application with other people’s data. Using someone else’s electronic identification or signature may result infine, imprisonment or imprisonment up to 3 years. The basis is Articles 40 and 40a of the Trust Services and Electronic Identification Act3. UdSC and gov.pl portal also indicate not to transmit data to anyone to log on login.gov.pl.
